A partir de los años 90, la información estadística da cuenta de una masiva llegada de inmigrantes peruanos a la Región Metropolitana, concentrándose principalmente en las comunas de Santiago, Recoleta e Independencia. En este artículo se busca entender el efecto de los inmigrantes como factor de cambio en las áreas centrales de la capital, desde las transformaciones socio-espaciales, las que modifican el territorio, como el comportamiento de la población –evolución y distribución espacial-, y los cambios en la morfología y (...) estructura de éste. Lo anterior tiene sentido sobre la base teórica de la Nueva Geografía de las Migraciones, la cual explica el problema migratorio en el contexto de la Globalización y como ésta origina nuevos polos de atracción para la localización de esta población. Finalmente, se evalúan las condiciones de vida objetiva y percibida de los inmigrantes peruanos en cuanto a la calidad de vida y de satisfacción residencial. (shrink)

First collected in Italy in 1985, _Art's Claim to Truth_ is considered by many philosophers to be one of Gianni Vattimo's most important works. Newly revised for English readers, the book begins with a challenge to Plato, Aristotle, Kant, and Hegel, who viewed art as a metaphysical aspect of reality rather than a futuristic anticipation of it. Following Martin Heidegger's interpretation of the history of philosophy, Vattimo outlines the existential ontological conditions of aesthetics, paying particular attention to the works of (...) Kandinsky, which reaffirm the ontological implications of art. Vattimo then builds on Hans-Georg Gadamer's theory of aesthetics and provides an alternative to a rationalistic-positivistic criticism of art. Though coming from different and distinct intellectual traditions, Richard Rorty and Gianni Vattimo are united in their criticism of the metaphysical tradition. The challenges they put forward extend beyond philosophy and entail a reconsideration of the foundations of belief in God and the religious life. They urge that the rejection of metaphysical truth does not necessitate the death of religion; instead it opens new ways of imagining what it is to be religious -- ways that emphasize charity, solidarity, and irony. This unique collaboration, which includes a dialogue between the two philosophers, is notable not only for its fusion of pragmatism and hermeneutics but also for its recognition of the limits of both traditional religious belief and modern secularism. In "Anticlericalism and Atheism" Rorty discusses Vattimo's work _Belief_ and argues that the end of metaphysics paves the way for an anti-essentialist religion. In _Basic Concepts_, Heidegger claims that "Being is the most worn-out" and yet also that Being "remains constantly available." Santiago Zabala radicalizes the consequences of these little known but significant affirmations. Revisiting the work of Jacques Derrida, Reiner Schürmann, Jean-Luc Nancy, Hans-Georg Gadamer, Ernst Tugendhat, and Gianni Vattimo, he finds these remains of Being within which ontological thought can still operate. Being is an event, Zabala argues, a kind of generosity and gift that generates astonishment in those who experience (...) it. This sense of wonder has fueled questions of meaning for centuries-from Plato to the present day. Postmetaphysical accounts of Being, as exemplified by the thinkers of Zabala's analysis, as well as by Nietzsche, Dewey, and others he encounters, don't abandon Being. Resumen. La presente investigación busca diseñar un modelo estratégico de formación de servidores públicos que propicie el crecimiento personal y profesional, encaminado al servicio civil de carrera. Apoyándose en criterios, conceptos y estrategias propios de Administración del Capital Humano, y Aprendizaje Organizacional aplicándolas al contexto de la Administración Pública Estatal. Para alcanzar este propósito se realizó un diagnóstico con beneficios claros, que dan la oportunidad de pensar y dialogar sobre la estrategia, los objetivos, las personas y el futuro de la (...) Administración Pública Estatal Sinaloense desde una perspectiva del conocimiento. El trabajo de campo se realizó con personal que presta sus servicios en entidades y dependencias administrativas públicas pertenecientes al Poder Ejecutivo del Gobierno del Estado de Sinaloa. A través de un cuestionario, con una muestra de 400 individuos. Se han obtenido 29 indicadores cuyos valores reflejan donde reside el valor del Capital Humano. Así como una puntuación total alcanzada de 104 puntos, advirtiéndose que en el área de gestión del conocimiento, es necesario hacer “algo” para que esta administración, sea considerada como una organización que aprende en toda regla y que realiza una gestión del conocimiento de forma óptima y eficaz. The present research pretends to design a strategic model to train public servants to help to develop both professional and personal growth, headed to civil service as a profession. Based on criteria, concepts and strategies from Human Capital Administration and Organizational Learning, applying these to the State Public Administration’s context. To achieve this goal, a diagnose took place with clear benefits, that give, to us all, the chance to think and discuss about strategies, objectives, people and future of the Sinaloa State Public Administration from a knowledge perspective. Fieldworkwas done by personnel that serve in administrative public entities and organizations that are part of the Executive Power of the Sinaloa State Government. Through a questionnaire, with a sample of 400 individuals, there was a result of 29 indicators, and its values reflect where the importance of the Executive Power of the Sinaloa State Government lies, as well as a reached total score of 104 points. Noting that in the knowledge promotion area it is necessary to do something so this administration would be considered an organization that learns with every rule and performs a knowledge management in an optimum and efficient way. Neste trabalho, pretendemos avaliar criticamente algumas das teses de John McDowellsobre a natureza da virtude, tal como expostas em seu artigo “Virtue and Reason” e, ao fazê-lo,expor algumas de suas limitações. Mais especificamente, tratarei o que vejo como problemas emsua apresentação da virtude como uma forma de conhecimento, e sua proposta – corporificada natese da unidade das virtudes – de que as virtudes comumente reconhecidas deveriam ser vistascomo manifestações parciais da virtude enquanto tal. Também enfocarei a assertiva de McDowellde que (...) o conhecimento que constitui a virtude não pode ser visto como tendo um conteúdoproposicional que se preste a uma codificação em princípios de conduta – a tese de nãocodificabilidade– e a relação da postura pessoal de McDowell com a empreitada mais ampla daética de virtudes. Contemporary philosophers—analytic as well as continental—tend to feel uneasy about Ernst Tugendhat, who, though he positions himself in the analytic field, poses questions in the Heideggerian style. Tugendhat was one of Martin Heidegger's last pupils and his least obedient, pursuing a new and controversial critical technique. Tugendhat took Heidegger's destruction of Being as presence and developed it in analytic philosophy, more specifically in semantics. Only formal semantics, according to Tugendhat, could answer the questions left open by Heidegger. Yet in doing (...) this, Tugendhat discovered the latent "hermeneutic nature of analytic philosophy"—its post-metaphysical dimension—in which "there are no facts, but only true propositions." What Tugendhat seeks to answer is this: What is the meaning of thought following the linguistic turn? Because of the rift between analytic and continental philosophers, very few studies have been written on Tugendhat, and he has been omitted altogether from several histories of philosophy. Now that these two schools have begun to reconcile, Tugendhat has become an example of a philosopher who, in the words of Richard Rorty, "built bridges between continents and between centuries." Tugendhat is known more for his philosophical turn than for his phenomenological studies or for his position within analytic philosophy, and this creates some confusion regarding his philosophical propensities. Is Tugendhat analytic or continental? Is he a follower of Wittgenstein or Heidegger? Does he belong in the culture of analysis or in that of tradition? Santiago Zabala presents Tugendhat as an example of merged horizons, promoting a philosophical historiography that is concerned more with dialogue and less with classification. In doing so, he places us squarely within a dialogic culture of the future and proves that any such labels impoverish philosophical research. (shrink)

Uma exegese filosófica da problemática do niilismo na obra de Cioran, partindo de uma análise lexicográfica dos usos discursivos deste conceito, mas sem se limitar a ele (que está longe de ter um estatuto privilegiado no discurso cioraniano). Levando em conta a reviravolta que marca uma cisão no âmago da obra de Cioran, na transição entre seus escritos romenos e franceses, e combinando à lexicografia um procedimento propriamente hermenêutico do tema do niilismo, conclui-se com uma reflexão sobre o nexo entre (...) niilismo e humor na obra francesa de Cioran, notadamente em Silogismos da amargura (1952), em contraste com o niilismo da “seriedade infinita” (sinônimo de desespero) que caracteriza a sua obra romena. Resumo: Os escritos estéticos de Lukács durante a emigração na URSS constituem uma súmula de seu posicionamento contra o despotismo stalinista e a ortodoxia soviética. A despeito das “autocríticas protocolares”, os textos expressam a crítica interdita pelo dogmatismo e o sectarismo característicos do período e irão repercutir a preocupação do autor de que a Estética e Para uma Ontologia do Ser Social, fossem consideradas como sua contribuição à urgência da construção de um projeto de renovação e renascimento do marxismo.

The present article aims to reconstruct some political consequences of aristippean philosophy in the light of fragment fs, 570 (= ssr, iv.a.163 = Memorabilia, ii.1.1–17) in order to show how Aristippus’ agreement with Socrates’ remarks fits the Cyrus composed by Xenophon in his Cyropaedia. In pursuance of this, I will review Aristippus’ ethics and will show how, despite the opposition with his hedonistic principles for a pleasureable life, Aristippus accepts that a good ruler needs to be a enkratic one—althouth he (...) argues that pursuing any rule is senselessness. After showing how it is possible to recognice some hedonistic position in Adeimantus’ question at the beginning of Republic, iv, I will present the enkratic character of Cyrus. Finally, I will conclude pointing out the political continuities between Aristippus’ acceptance in fs, 570 and the ideal of ruler constructed by Xenophon. (shrink)

The pandemic has exposed the costs of job and income losses. Emergency cash transfers can mitigate the worst immediate effects on people who lack access to safety nets. This research note provides estimates for a potential Temporary Basic Income for poor and near-poor people across 132 developing countries, as well as the minimum cost of income support sufficient to mitigate the pandemic-induced poverty increase. The total monthly cost of the TBI ranges 0.27–0.63% of developing countries’ combined GDP, depending on the (...) choice: top-ups on each country’s average incomes up to a vulnerability threshold; transfers based on each country’s median standard of living; or uniform transfers. This note argues that some form of TBI is within reach and can inform a larger conversation about how to build comprehensive social protection systems that make the poor and near-poor more resilient to economic downturns in the future. Alumnos con discapacidad: modelo de inclusión de la Universidad Federal de San Carlos Resumen: El objetivo fue describir cómo funciona el programa de inclusión para alumnos con discapacidad en la Universidad Federal de San Carlos, en Brasil. Es una investigación cualitativa con análisis del discurso de cuatro entrevistas semiestructuradas con alumnos con discapacidad, investigadores especialistas y gestores. Los principales resultados muestran que no es suficiente trabajar sobre los ejes de atención a estos estudiantes sino se analizan y evalúan las funciones (...) de los actores involucrados en el proceso de inclusión. Es necesaria una estructura que promueva cambios culturales en la comunidad universitaria, de otro modo, las barreras actitudinales siguen siendo uno de los principales límites para estos alumnos. Alunos com deficiência: modelo de inclusão na Universidade Federal de São Carlos Resumo: O objetivo desta pesquisa foi descrever o funcionamento do programa de inclusão para alunos com deficiência na Universidade Federal de São Carlos, Brasil. Trata-se de uma pesquisa qualitativa com base na análise do discurso de quatro entrevistas semiestruturadas com alunos com deficiência, pesquisadores especializados e gestores. Os resultados centrais mostram que não é suficiente trabalhar sobre os eixos principais de atenção a estes alunos, que deve-se analisar e avaliar as funções dos atores envolvidos no processo de inclusão, e é preciso uma estrutura que motive uma mudança cultural na comunidade universitária, caso contrário, as barreiras atitudinais continuam sendo limites principais para estes alunos. The main results shows that is not enough to focus on the principal subjects of inclusive education, instead, it’s necessary to analyze responsibilities of every actor involved in the inclusion process, motivation based structure is needed towards a cultural change. Otherwise, attitudinal barriers of the university community continue to be one of the principal limits for these students. A daring marriage of philosophical theory and practical politics, this collection is the first of Gianni Vattimo's many books to combine his intellectual pursuits with his public and political life. Vattimo is a paradoxical figure, at once a believing Christian and a vociferous critic of the Catholic Church, an outspoken liberal but not a former communist, and a recognized authority on Nietzsche and Heidegger as well as a prominent public intellectual and member of the European parliament. In this paper, we argue for an instrumental form of existence, inspired by Hilbert’s method of ideal elements. As a case study, we consider the existence of contradictory objects in models of non-classical set theories. Based on this discussion, we argue for a very liberal notion of existence in mathematics.

In a seminal work, Tversky and Kahneman showed that in some contexts people tend to believe that a conjunction of events (e.g., Linda is a bank teller and is active in the feminist movement) is more likely to occur than one of the conjuncts (e.g., Linda is a bank teller). This belief violates the conjunction rule in probability theory. Tversky and Kahneman called this phenomenon the “conjunction fallacy”. Since the discovery of the phenomenon in 1983, researchers in psychology and philosophy (...) have engaged in important controversies around the conjunction fallacy. The goal of this paper is to explore the most important of these controversies, namely, the controversy about the nature of the conjunction fallacy. Is the conjunction fallacy mainly due to a misunderstanding of the problem by participants (misunderstanding hypothesis) or is it mainly due to a genuine reasoning bias (reasoning bias hypothesis)? A substantial portion of research on the topic has been directed to test the misunderstanding hypothesis. I review this literature and argue that a stronger case can be made against the misunderstanding hypothesis. Thus, I indirectly provide support for the reasoning bias hypothesis. (shrink)

I argue that Derrida’s reading of Heidegger in _Geschlecht III_ needs to be situated within the philosophico-political context of Derrida’s 1984–85 seminar—given under the general title _Philosophical Nationality and Nationalism_—from which _Geschlecht III_ is extracted. In the first part of the paper, I reconstruct (...) Derrida’s general problematic of national-humanism as he lays it out in the opening sessions of the seminar, before arriving at his reading of Heidegger, who will be part of “a sequence of German national-philosophism,” as Derrida calls it. In the second part, the paper turns explicitly to _Geschlecht III_ where, as I show, Derrida’s thoroughgoing denunciation of a national-humanism in Heidegger becomes all the more telling when seen through the theoretical matrix of the seminar. Dentre os problemas que têm norteado nossas investigações, duas indagações ganham destaque. Como a informação e o conhecimento estão inseridos no arcabouço teórico de Karl Marx? Que janelas o pensamento de Marx nos abre para discutir do papel da informação e do conhecimento no universo do trabalho, na atualidade? Fazendo dessa perspectiva objeto de pesquisa, busca-se apreender a inserção da informação e do conhecimento no arcabouço teórico marxiano, tendo como referências principais O Capital, Teorias da mais-valia e Capítulo VI Inédito. A exposição aborda alguns construtos categoriais da obra marxiana onde a informação e o conhecimento laboral são elementos centrais, a exemplo das categorias mercadoria, força de trabalho, trabalho simples e trabalho complexo, subsunção formal e subsunção real, trabalhador coletivo, trabalho produtivo e trabalhador produtivo. Após a discussão das ideias de Marx, são apresentados alguns aspectos do trabalho na atualidade, para os quais o complexo categorial marxiano revela-se pertinente e necessário. Labour, information and knowledge: rereading marx in the information age AbstractAmong the problems that have guided our investigations, two questions are crucial. How information and knowledge take part in the theoretical framework conceived by Karl Marx? Which windows does Marx's thought open to discuss the role of information and knowledge in the current labour realm? Adopting this perspective, we aim to apprehend the insertion of information and knowledge in the Marxian theoretical framework, especially in the books Capital, Theories of Surplus-Value and Chapter VI (unpublished). The exposition presents some Marxian categorical constructs where information and labour knowledge are central elements, such as the categories commodity, labour force, simple unskilled labour and complex skilled labour, formal subsumption and real subsumption, collective labour, productive labour and productive worker. After discussing the ideas of Marx, we present some aspects of the contemporary labour, where the Marxian categorical complex is pertinent and necessary. (shrink)

Spinoza distinguishes two orders of knowledge: an order conceived by the intellect, that is, the necessary order of nature and another order conceived by the imagination, that is, the common order of nature in which the contingent and the possible dwell. However, the common order is not only a deprivation of knowledge, but also a reality for the finite mode. Because we cannot exclude the existence of the common order, this paper attempts to understand how we can reconcile it with (...) the necessary order. Spinoza’s critique of imagination is that it introduces fragmentation and discontinuity into nature, since it is a kind of knowledge that does not realize the basis of this continuity: the necessary order. Through an analysis of time as a product of imagination, we will try to show how it introduces the idea of contingency and consequently that of possible. Just as time, the common order can be grasped by reason as an outer frame, it will no longer be an obstacle to the necessary chain of things in the necessary order. It is through the necessary order that we can realize the necessity that underlies the production of time, possible, and contingency as the corruptibility of all particular things. (shrink)

Este trabajo comienza ofreciendo, a modo de «status quaestionis», una panorámica de la atención que se ha prestado a la obra ensayística de Sánchez Ferlosio, desde las lecturas propuestas en los años noventa del siglo pasado por autores del círculo de nuestro autor hasta los estudios y artículos aparecidos tras su muerte, en 2019. A continuación, se presentan algunas aportaciones relevantes de Ferlosio al pensamiento contemporáneo. Concretamente, se analiza el «aprecio por lo perecedero» como uno de estas aportaciones y, además, (...) se explica cómo este aprecio surge en el marco de una «actitud reflexiva ante el lenguaje». Por último, se procede a un balance crítico de las posiciones de Sánchez Ferlosio con respecto a los asuntos mencionados. (shrink)

Theories of emotional justification investigate the conditions under which emotions are epistemically justified or unjustified. I make three contributions to this research program. First, I show that we can generalize some familiar epistemological concepts and distinctions to emotional experiences. Second, I use these concepts and distinctions to display the limits of the ‘simple view’ of emotional justification. On this approach, the justification of emotions stems only from the contents of the mental states they are based on, also known as their (...) cognitive bases. The simple view faces the ‘gap problem’: If cognitive bases and emotions (re)present their objects and properties in different ways, then cognitive bases are not sufficient to justify emotions. Third, I offer a novel solution to the gap problem based on emotional dispositions. This solution (1) draws a line between the justification of basic and non-basic emotions, (2) preserves a broadly cognitivist view of emotions, (3) avoids a form of value skepticism that threatens inferentialist views of emotional justification, and (4) sheds new light on the structure of our epistemic access to evaluative properties. Women oppression is a universal reality. She is a victim, the exploited, the dominated and the other. As a postcolonial thinker, I argue that Filipino women have been victims of the movement of social dialectics. As Philippine society evolved and developed, she had been a victim not only of male domination but also of political economy. This research shows how female subordination and male domination emerged in the Philippines. As such, it contends that there is a blurring identity of Filipino (...) women -that is, Filipino women as situated in the neocolonial period - are victims of political economy and male domination. This paper tracks Derrida’s allusion to the “phoenix motif” in the recently published Life Death seminar, showing how it foreshadows and overlaps with the political problematic of “national humanism” made explicit in Geschlecht III. I argue that, be it in Hegel, Fichte, Nietzsche, or Heidegger, biological life is always in the service of a spiritual life that finds its breath in a certain reappropriation of the German idiom. Following Derrida, I argue that this “philosophy-of-life German” (cet allemand philosophe de la (...) vie) introduces a sinister equivocality between these thinkers and National Socialism, and this in spite of all their prudence to shield their discourses from such a co-option.
